Observation decks are on the 88th and 89th floors, with an outdoor deck on the 91st floor. The outdoor deck is only opened on some occasions, when the weather is good.

Railings are erected all around for safety reasons. To get this shot, Jem had to stick his camera out. Pretty precarious, but when you’re on the top, it’s inevitable to take risks sometimes.
